Windows 11 Setup: Use a Local Account (ms-cxh:localonly)

On the screen that asks you to sign in with a Microsoft account, press Shift + F10 (add Fn on some laptops). In the command prompt run:

start ms-cxh:localonly

A window opens to create a local user. Fill it in and setup continues.

Other options:

• No network during setup: BypassNRO.
• Many PCs or no workarounds left: unattended install.

Microsoft keeps removing these tricks in new builds, so the answer file is the most reliable way.
